在美國從事經營活動會面臨多種法定義務。就國際貿易而言, 進口貨物到美國，如何遵守海關通關程式成為進口商和出口商面臨的關鍵問題。進口貨物如果不符合強制性規定，可能會被禁止入關或滯留關外。不能按期抵達的貨物會使產品供應鏈斷裂，對進口商和生產廠家都會產生嚴重的影響。2008年11月25日,美國海關及邊境保護局頒布了新的進口商安全申報要求,簡稱10+2法案。美國海關將會在2010年１月２６日強制執行該法案。有關10+2的問題，2009年底將會成為中美貿易中心議題。中美法律交流基金會特別邀請美東地區美國紐約海事大學（SUNY Maritime College）物流專業碩士、美國海關報關師顏三繭（肯维专业培训的教师） 就這一新法案下如何申報和怎樣避免錯誤申報帶來潛在成本進行專題講座，本講座還將涉及在報關申報中美國海關是如何認定商業發票上價格問題。歡迎廣大從事中美貿易的進口商、出口商及其他感興趣的朋友報名參加。
